Can I run the Update Pack after installing drivers and with a fully up-to-date Windows Update? Or do I have to run it on an after OOBE install?
Yes. Yes and no. If You already have fully updated Windows, then next month You need LCU (mostly) only, which is 350 MB (x86) or 550 MB (x64), way less than UP4O (850 MB) of data to download. If You for some reason do not want to use WU, then You can use this pack to install latest SSU and LCU. You are not obligate to do after OOBE, but common sense is to do it.
I did reinstall Windows since I got lots of time, as well as it really does make sense. Clean install = Less problems. I'd guess that the Pack includes all off the updates released for Windows 8.1? Or is there some that were excluded? And is it safe to run WU and install additional/new updates after the Pack and in the future?

Update Pack 4 Online is for Windows 8.1 Update 3 (and ISO) with already installed KB2919355 and KB3000850. Some day maybe I will release separate Update Pack for those who do not have Update 3 requirement at least. Untill then, use Update 3 ISO with KB2919355 and KB3000850 inside. Already answered, yes You can. Whether You update using last Update Pack 4 Online (update.mum via DISM), Windows Update itself, or MSU or CAB from Microsoft Catalog, it does not matter.
