No, the one is just an earlier or later released Multiple Editions (home+pro) ISO build and 4065090 seems to be pulled by MSFT. The svf files will only be available for the languages in which 8.1 + bing is released.
If anyone is interested, I found the french ISOs of Windows 8.1 with Bing (IR3). The person who uploaded it, said it was from an OEM who sent it to them.
