Windows 8.1 with Update ESDs Repository

Is it possible to uninstall update KB2976978 ?
When I want to uninstall it using:

Dism /image=C:\Mount /remove-package /packagename 

It gives me this error:

can't uninstall update Permanent package cannot be uninstalled [HRESULT = 0x800f0825 - CBS_E_CANNOT_UNINSTALL]

If not I will just ignore it. thanks.

I have tried all links of "9600.17053.141120-0031.winblue_refresh / IR5"

None of them is available to download.

But I can't find any report of this.
