Office 2019 is below Office 365, or best case it's just SKU with same code base and features Office 365 is supported on Windows 7/8.1 (well until 2020)

Not supported by MS. Up to now, Office 2019 latest code basis IS running under Win7 SP1 and 8.1. We use it at our own risk and with luck, it will work a long time. Proof -> https://forums.mydigitallife.net/threads/discussion-microsoft-office-2019.75232/page-5#post-1460135.
