There is a split now between server and Azure Stack HCI currently implemented in WSUS for now only for the Windows 2019 equivalent. Anyway, the current issue is only related to the detection and reporting of the updates, otherwise they install just fine when installed manually.
After analyzing the WU logs, I think a similar issue with the DC update issue has been discussed at https://forums.mydigitallife.net/threads/windows-update-fails-stuck-with-insider-preview.81081/ without having a solution. I assume that it is one of the quirks of Insider Preview, intentional or not and we should probably move on and wait for future updates to resolve it.

I tested Server 2019, activates perfectly even with emulated SLIC. I don't think they can blacklist a SLIC or cert or key as they are being used on genuine servers as well. PS: they are not leaked, but rather ripped from servers which are OEM licensed.
There's one blacklisted old Lenovo key that got blacklisted because it surfaced before any OEM machine was released. Apart from that, none have been banned, to my knowledge.
Some on those intel nic drivers are for Windows 10 only (non server drivers). So, they don't work without edit. amajmon Where can I download the iso of that version? Thanks
Those are Homebrew 5in1 ISO + svfsfx NOT ALLOWED!!! At the OP you can find direct ISO downloads and SVFSFX exe files for all official MSFT Server 2022 LTSC ISOs.
I have one of those card myself (Intel(R) 82579V Gigabit Network Connection). The evil genius @Intel try to sell the same card (with a different name and PID/VID) for clients and servers applying a big premium price to the latter, so they block the installation of client card on servers A tiny change in the .inf solves the problem, as other have already explained. I can just add that you can use bootice to enable disable the testmode/disable the signature enforcement instead of "fighting" with the command line ((if you prefer)
Anyone else having issues upgrading Windows Server 2019 core (non-SAC builds, 17763.1577 OS build) to 2022 core? My desktop experience servers upgraded fine, it won't upgrade my core servers, it wants to do a clean install. Log files aren't telling me crap and right now the lack of documentation means I am on my own. I will try and update them to the latest 2019 CU and see if that makes a difference.
Did you try the good old method of changing the EditionID and ProductID inside HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion before attempting the in place upgrade?
Faced with a fact that fresh Server 2022 + NetFX3 needs few .NET updates from WU. Two of them not available in catalog and I wasn't able to find them elsewhere. KB4597245 and KB4578967 Anyone has CABs or MSUs?
