When it's found stable, it will be released outside of the IP rings, that's what they did with .116 last week, it went from RP/SLOW to Release Ring over the weekend.

I ran W10UI 6.5 on an extracted 18362.30 ISO to update it to 18362.145 the updates seem to have integrated with no errors, but when I just ran Windows Update, The CU, KB4497935 just reinstalled. Would have been better to use an extracted UUP 18362.1 ISO I'm now sure. Edit: Going to try a clean install with the updates integrated into the 18362.1 ISO, then use the Optimise Offline script like I always do, to make sure it's not an issue with Optimise Offline. But I'm 99.9% sure it's because I used 18362.30 with W10UI.
I haven't used the 6.5 version yet, but I did the same with 6.4 and what you described didn't happen.
I have unwanted wake ups from sleep too. On 1809 I had unwanted wake ups when an update was installed and system was waiting for reboot. Now on 1903 I have wake ups for no reason. I changed the option from power settings to disable wake timers. Not sure what this option do. Lets see how it goes.
.145 is offered via WU for every user using or on 19H1 so it is pretty much public by this time we're talking, and apart from that, 145 is most stable compared to the earlier CUs that published till now for 19H1, with a bunch of changelogs.

It might be because I downloaded the Ubuntu app from the Windows Store and it enabled the Linux Subsystem on my 18362.30 with updates integrated install. I know my last 18362.1 with updates integrated clean install after I manually enabled the Linux Subsystem in Control Panel, Programs And Features, Turn Features Off And On, the CU reinstalled. Third clean install without enabling it, the CU never reinstalled.
although KB4497935 [build 18362.145] is available thru UUP Dump, which I got from there and created updated 1903 install media w/ KB4497935 integrated from the uup to iso converter (and created mult-edition AIO usb install media) since I'm not waiting around for MS to produce updated 1903 ESDs & ISOs with KB4497935 or greater had no problems upgrading one of my custom built PCs that had Win10 v1803 to v1903 build .145 using an 8gb usb flash drive install media
thanks for the information now if I want to make an updated iso of 19H1 using any tool to integrate latest updates, should I include .145 cu or wait until it becomes public ? will be there any difference ?

An OS especially Windows can never be 100% fault free , by stability i mean comparatively , that the build is working without any major performance errors , so for .145 i can say it is going pretty well and without any major performance issues or any Halts/BSoDs etc !
Same here, no problems. Even the Settings > Apps crash was resolved when I clean installed 18362.116 though not when I initially updated to that build from 18362.113.
I made a clean install and the bug of the Settings app (crash when clicking the "Apps" section after boot) is there, in my case, the bug is only fixed after installing the CU kb4497935, if that CU is not installed, the bug keeps happening.
Well, I've been making it a point to specifically test for that bug with every single 18362 CU, both updating an clean installing and it was present for every single one up to and including 18362.116 update installation. However, when I clean installed that very same build, the bug was gone and is still gone in 18362.145.
