You did an inplace upgrade to 1903 via WU??? An inplace upgrade aka repair upgrade is done on a build with the same build iso, can't do it by WU, by WU is from an earlier build. Upgrade by WU, will also install the latest SSU/CU and the flash + dotnetcu updates.
Keep in mind that kms activation is valid for 180 days. Not sure if your present activation tool will be successfull in the future.

Sorry I have nothing further to add that might be of service to you other than maybe searching the thread for sandbox and see if anyone has posted any solutions. Third Edit: That is weird I guess! Fourth Edit: Not weird at all. Enabling certain features will trigger the latest CU to be installed again so as to update the components you added.
I didn't enable those features so why did it (or tried to) install the CU? Even after enabling them in the past (in previous Windows versions) I wasn't offered a CU.
Enabling any FOD or language will force the latest CU to be offered on WU, to update the enabled components. What did you do before the CU got re-offered? Looks like a language is added.
Not the install, the device in Device Manager which appeared in english when the install is (and always have been) in portuguese. EDIT: What if I removed a FOD or disabled a feature? Would I be offered a CU?
