Why does the official IOT LTSC 2021 ISO have Windows apps and the Microsoft Store, but the regular non-IOT LTSC 2021 doesn't?

It doesn't. Only MS Edge is installed as an Appx package. People have been installing these packages custom.

pm thank you for suggesting "kms-vl-all" but I can't do a search for that term since it is not accepted in MDL's search. Can you point me to a link that explains this? appnee seemed to do good, but if there's a better option I am happy to look at it.

It's not installed, only the Appx manifest registration exist, for compatibility and redirection to Edge Chromium

What do you do after using an untouched ISO to install the OS, other than set telemetry level to security, to prevent executable from attempting to connect to the internet?

  12. Offline Servicing via my own Script.
    then on Installed OS
    OOSHUTUP + WPD = :)

Will it run better than this version? Is 21h2 version heavier?

Indeed it is. I installed IoT LTSC 2021 64 bit on an AMD dual core laptop yesterday. And it was awful and painfully slow :(

Consumer from the first day, so far so good not any problem. System works much smoother than windows 10 pro or win 11. Only missing apps like Groove, Photos, sticky notes, so if someone can help with these without installing Ms store, give us any link or direction with full tutorial.

how difficult it is to understand people: while some frantically wish (like myself) to get rid of the junk aka UWP apps at the same time others wish to install this crap hmm....;)
