you should install 23H2 EP, not the one from the Beta channel new EP version activates all features offline also it works only on build 22631.2361 UUP dump app
Oh, Ok Installing Windows 11 Enterprise 22H2 was a piece of cake, no prompt for a MS account or anything. It was as easy as installing Windows 10 LTSC 2021 I didn't even had to choose anything Join a Domain related setting or anything, straight to local offline account. This was with the latest updated September Business ISO. I'm actually for the first time playing around with Windows 11 and there is no prompt for going online at all. I like what I'm seeing so far in terms of just that, the ability to be 100% offline all the time.
Because that is Home (SL) only. ok even there be a 23/h2.iso from MS site I suppose it be the same as insiders preview 22631.2361.iso.
If there were supposed to be any nag for connection I sure didn't see any of it. And a couple of hours in the only thing I've noticed so far is that Group Policy don't seem to respect my choice of turning Windows Defender off.
There must be something like that because in Windows 10 LTSC 2021 I know it's working because it says in the security settings "some settings are managed by your organization" If I set the Turn off Windows Defender in Group Policy to enabled it always reverts back to not configured after a restart. If not a bug then it's probably nerfed like many other settings that got wacked in the past and this is now the direction they are headed.

Found this information, it' no bug, it's designed. "You are no longer able to disable the Microsoft Defender by Group Policy for security reasons. The only way to disable the Microsoft Defender is to install a third-party antivirus software, as that disables the Microsoft Defender"
