In the Chinese leak I attempted to use DISM to add the MSDN Windows 8.1 Preview (9431) en-US language pack but it fails with error 0x800f081e, "The specified package is not applicable to this image" Also tried running LPKsetup but that gives the error, "The language cannot be installed on this computer." Without an official source of an English language pack (build 9477) it would seem we are stuck with manually made frankenbuilds.

They are broken cuz of the languages. I have installed your ISO, MrMagic, and the chinese version works 100% search,photos.settings etc. But the English version is probably missing some required files.
Unfortunately, these metro apps had to be kept in chinese in order for them to work: Photos, SkyDrive, PC Settings Everything else is 100% english and the search charm works
or else at least anyone can create a smartversion patch for Chinese->English install.wim.. that would be better
If you mean a VCDIFF/XDELTA3 patch, I wanted to go for that but the patch is about 3GB big so it is better to upload an ISO instead
