I guess for now you only can download english or another langs from "optional downloads" in Windows Update @ Control Panel.

That gives me an idea. Has someone tried renaming the en-US.cab to zh-CN? Of course with checking everything in it is replaced properly..

no u need to rename all the reference of *.mum files, *.manifest 6.3.9xxxx to 6.3.9600.16384 and also u need to the filenames contents 6.3.9xxxx to 6.3.9600.16384 and then use dism to apply the packages

x64 8.1 Preview Language Pack

 

Seems that you may have En-US working. It'll be great if you can share it with us.

 

Well we need someone to confirm that this works on the RTM and with what result you get out of it.

That being the Windows 8.1 Preview Language pack in order to get this thing into english.

I think your going to have to capture using Winpe (for 8.1) and imagex using sysprep and generalize prior to capture .. Then on work machine with ADK for 8.1 installed make the changes to add language .. That's where I would start from though if I can ever get my download to complete
