    @MrMagic redroad's method seams solid but would the language packs for 9600 not be there yet as I don't think a pack from another build like say 9477 will work or will it?

    ask MrMagic he knows about this I never bothered so have no idea were to start.
    But can't you just take the en/us folder of the 8.1 preview iso? is that not a pack?

    Not that easy. Language pack only patches 90% of the language stuff
