Most likely either incorrect date/time settings, corrupted system files or just a disabled windows update service.
For some reason @simplix doesn't patch the dll for WU anymore, so best to do what you quoted from me.
It's much better to keep Windows Update as is and use only bypass to integrate updates as it doesn't need to modify any system files. Installing Bypass ESU manually is quick and can easily reflect new version instead of rebuilding whole image. In my own custom pack I use same solution from beginning for maximum compatibility
I advised to keep using the UpdatePacks as it was intended to be used (every month updating the live install + WA files) and as second option installing the original bypass for when people insist to use WU. I nowhere pointed to rebuilding anything.
That should happend only when MS detect this kind of patch and you don't have access to original file and your WIM / ESD contains only patched versions. I think thats a reason why Simplix pack doesn't contain mechanism to patch system files.
He patches the system files but not the one for WU (he did in the past), only to the level the updatepack updates are accepted, when using the packs as intended, not using WU but the packs, all is fine.
