Can you pleae provide more detail on how you verified that? I am using 19044.2251 and have removed the NCSI app and the status icon works fine. Windows 21H2 is definately slower to detect the Internet but it does eventually find it. I have disabled IPv6 via the TCPip6/Parameters registry setting (FF) and in my firewall and if I leave the IPv6 component ticked on an adapter that will break the NCSI. Also, I have disabled msoftncsi and other hosts in the host file for IPv6 (eg ::1 msoftncsi.com), and it doesn't break the indicator. I have 10G NICs in all of my PCs. These NICs support Receive Side Coalescing for both IPv4 and IPv6. If I leave it enabled for IPv6 this will also break the NCSI. If I leave it enabled for IPv4 my upload speeds drop to 100KB/s I realize most people might not disable IPv6, I thought I'd just share my findings in case they are useful to anyone.
Unfortunately, recent versions of the Toolkit fail to remove BioEnrollment, FaceRecognition and PinEnrollment components. The last test I made with ToolKit v13.2 and Windows 10 Enterprise LTSC build 19044.1288 using ToolkitHelper method. Spoiler: my RemovePkgsList.txt BioEnrollment FaceRecognition PicturePassword PinEnrollment Only PicturePassword was removed. Also for some reason the Toolkit fails to install Microsoft.RawImageExtension app, although all other apps from my pack were installed correctly.
