WHDownloader only downloads. It does not integrate them. Maybe you put two updates in the servicingstack folder. One of them could be flash and should not be in that folder. Please check. In the toolkit you have to choose integrate whd updates. Cheers.

Nothing wrong with you. It will keep downloading and installing CU merely to nothing. For RS3, the Cumulative Updates just won't accept certain converted Editions, e.g. ProfessionalWorkstation(N)/ProfessionalEducation(N)/ProfessionalCountrySpecific/ProfessionalSingleLanguage. The very same condition happens to Media Feature Pack for certain RS3 converted N-Editions.
In Windows 8.1 the vast majority of updates generate the pending.xml. WMF and NetFX 3.5, 4.7 and 4.7.1 as well. In Windows 10 only NetFX 3.5 does this.
Windows Content Delivery Manager is the one which downloads the Windows spotlight background images. If you had not removed it then check whether any registry tweaks have been applied to disable it.
