I apologize, I didn't pay attention to change log... With the image ru_windows_10_business_edition_version_1809_updated_sept_2018_x64_dvd_363b77b I did the same thing, and no problems. Only through the windows update returns Flash Player... but this is a minor nuance which is not worth much attention.
I always remove flash from the image. And it's not installed on my systems (Programs and features and using the adobe website to check), but WSUS keeps offering Adobe updates, and Windows happily installs them... Why would Windows install updates for a component that's not even installed?
but how come 17763.1 is recommended when it's clearly buggy and risky, who will use that version over the new fixed & updated one, this can't be
MSMG, I have made another ISO file using the latest refresh LTSC 17763.107 removing the same components I did for version LTSC 17763.1. (Remove everything but Telemetry and flash). Installed on Hard disk without any error in event viewer once more. WU offered upgrade to 17763.134 + two adobe Flash player fix. So I believe there is no difference (at least for Toolkit) from previous version.

I still do not recommend to use the component removal for non en-GB/en-US source images until the support is added for them. Since Flash is a standalone update and the ToolKit doesn't cleanup the WinSxS folder for removed components, The WU offers the update.

That's because the ToolKitHelper.exe has been coded based upon the base image, updating the ToolKitHelper for every refreshed images is not worthy. Do integrate the latest updates to the base image after removing the components and there by you will have an lite and also updated image without any bugs or issues.
You may not see any errors but the updated component files/registry entries of the removed components will be still there, which may or may not give problems later.

1) Use the vanilla Windows 10 Redstone 5 (10.0.17763.1) as the source image. 2) Remove Windows Components, Windows Apps, System Apps, Advanced Windows Components are same for all Editions except Enterprise (N) LTSC 2019. Do post the screenshot of the Menu you are getting.
