MSMG Toolkit still doesn't show Cortana for removal from LTSC (the very original). I don't understand why it doesn't show up...
Are you talking about the installed OS or an offline image with .194 CU integrated? If it's Live OS, it doesn't matter it will install the updates without issues If it's an offline image then better do a fresh image with the new version.

The original image en_windows_10_enterprise_ltsc_2019_x64.iso and MSMG ToolKit 9.1 is used. When integrating updates and removing components, the system is installed normally. Be it updates integrated or a refreshed image still the component removal is based on the original image and any updated/new files/registry entries will be left out.
Component removal has been removed for W7-W10 RS4 Client/Server build starting from v8.8 but with v9.1 even the menu is removed temporarily. Windows 10 RS5 Server component removal is yet to be added.
Usually the order is - Add/Enable/Disable Features - Add Language Packs - Add Metro Apps - Remove Components But since DirectX9c doesn't have any updates or language packs it can be integrated at any time.
My question is about something else. MSMG ToolKit does DirectX integrate or post Windows installation way?
