I have this problem where the store keeps crashing every time I click on it. Am I the only one with this problem? I tried sfc /scannow and no errors were detected EDIT: solved it, I deleted my account and now everything works again
MS has confirmed (many times) that win8 users can upgrade to win8.1 free, I suspect in your case, you were trying to upgrade to different versions, or different language editions.
I tried to upgrade from windows 8 pro x64 to windows 8.1 pro x64 and I even implemented the right language pack in the installation

Your installed system is fully localized, and your media is partially localized in your language, hence the message. At least that's what i understood from my research on the matter (and i have no choice, for now there is no french leak for 8.1 or server 2012 r2).
Agree with @Marcel_Dup, implemented LP's are always are problem when upgrading or installing updates/SP's...etc. Suggest you remove the LP (i.e. change back to en-US), upgrade to en-US, then install LP.
Huh, the "partial" language packs we currently have are useless if we want to upgade an existing, not "en-us" system... Though for playing in a vm, it's great, i have to admit.
