Remember those reports about millions of ATMs running Windows XP, they're probably running 'XPe' (= Windows XP Embedded). Other embedded uses include cash registers, the self service checkout in supermarkets, but also for offering an interface to operate different machines like CNC machines or even MRI scanners. I believe Embedded Industry is meant for Point of Service machines like ATMs.
Windows Embedded 8.1 Industry Pro/Enterprise comes with two important features Embedded Lockdown Manager (ELM) and Unified Write Filter (UWF). Windows Embedded 8.1 is very much similar to Windows 8.1 Pro with no Metro Apps. Unlike in previous versions of Windows Embedded OS, where you had the option to customize the components you would like to have in the image is not present in the Windows Embedded 8.1 OS and so no reduced memory/disk footprint. Only these two features Embedded Lockdown Manager (ELM) and Unified Write Filter (UWF) that are useful and the area where the normal users can make use of it in internet café center's, store kiosk, HTPC.. etc. But you can also get these above two features for other editions of Windows 8.1 OS's too.

Thanks for the explanation! Little side-note, Windows Embedded 8.1 doesn't have the default apps installed, but you can sideload your own apps. That's exactly what I'd like to know! Why do people want VL ISOs? Why do these thing even exist? There must be a difference between regular Pro activated with a VLK during setup and a Pro VL ISO, why would Microsoft create different ISOs if it's exactly the same?
Most people seem to confuse Office and Windows regarding the needed versions for KMS activation. Whereas Office needs to be installed as explicite VL version there is no such need for Windows. See this confusion spreaded all over the net . Would guess the Pro_VL with it's injected gVLK is meant for corporate environments as this version will properly use the SRI interval to activate automatically against a real KMS Host by design. The Retail version would need an additional task to do so. Assuming most users will use a tool, as MTK, KMSpico, etc, for this, they won't find any difference .

Yes, it's there in windows embedded 8.1, you can sideload your own apps but I think still it needs the certificate for side loading the apps. also there are some more editions like Windows Server 2012 R2 for Embedded Systems, Windows Embedded Compact 2013..
