But what I'm asking is it better to add the Cumulative Updates to the official March 1703 extracted ISO with W10UI.cmd or use the UUP tool and make a 15063.0 ISO with the UUP files and add the Cumulative Updates to that ISO using W10UI.cmd? The W10UI tool to add the Cumulative Updates to the install.wim etc. I'm thinking the official March 1703 ISO would be the better option.

Error creating install.wim always means: missing UUP files, or corrupted UUP download either way, redownload UUP

Either use proper MDL supported solution (UUPDL or MiniServer) or read the info that should note that you'll need language and the main pack to successfully convert .
