Okay, I figured out what to do. Use ESD To ISO with the EN-GB ESD Full Client file, making an only Windows Pro ISO. Then I integrate the updates with W10UI_4.4. Install Windows from the boot USB using all the default EN-GB options. Setup Windows with a Local Account. Use the default Windows setup language and keyboard settings. Lastly I add the EN-US keyboard, delete the EN-GB one and then in Additional Date and Time and Region settings change Date, Time And Region Format to Canada. I have Canadian currency, etc., EN-GB language I can leave as is, it's the exact same as Canadian language, and no updates install other then Defender and the Malicious Software Tool updates. And lastly when I log into my Windows Microsoft Account I keep Sync off.
Feature Update for 1709 just came through Windows Update (again) 5 minutes ago. I'm not sure what MS has changed in comparison to the one from Patch Tuesday. I can't see the KB number for it since it wiped out the update history. Anybody have info on what was released today? Thank you EDIT: KB4088776 has also re-installed again along with this Feature Update. So it appears that MS has pushed these same two updates out that were already pushed on Patch Tuesday.
ok so by doing all this, do you confirm that the problem was solved and you don't have the CU offered through WU anymore ? if so, do you confirm that choosing EN-CA Time and Currency during the install was causing this problem of having CU offered through WU ?
You could check PFL_Package_for_RollupFix file to see what part of the CU is re-installed can you share ActionList.xml showing in picture?
Yes, I believe so. When you choose Canadian Time And Currency it adds the EN-CA language pack which triggers the reinstall of the updates. My fix is the workaround to have the EN-CA compatible EN-GB language pack and Canadian currency options with EN-US keyboard. Edit: And the British grill voice during Windows setup is awesome!!
From what i saw on my documented test, the keyboard selection didn't cause this but the canadian time and currency selection. I always select "united states - international" instead of plain US and hat didn't trigger any redownload of updates. Normally you first integrate the desired lp's and on demands, and next you integrate the updates, so all language components get updated in one run. Didn't @s1ave77 already explain that? Let's test, you could do a test too. edit, maybe when online adding it won't trigger the redownload/install of updates, checking datastore for the 2 en-CA packages.

that is exactly what he said => https://forums.mydigitallife.net/threads/windows-10-hotfix-repository.57050/page-282#post-1418550 choosing en-ca time And Currency was causing the problem during the install so he changed that by choosing default options.
