It does replace it on components level the missing poqexec.exe.mui files included in KB4049065 are the same inbox files 14393.0 i don't know why they included them in the first place thank for reporting

Expected when SCU is reaching General Availability which should be 10th of this month. Like previous releases it will be staged, means some will get it at later points.

Still needs to be after 10th this month. So far the files (either ESD or ISO) aren't publicily available. MCT without specific products.cab for 17133.1 will still download 16299.15 ESD and convert to ISO.
Does Microsoft updates MCT/other Windows 10 downloader every month with latest updates added of that specific release branch or shortly after major version releases like Different redstone versions? Also it seems to be patch tuesday, will it come with this monthly update already added?
MSFT doesn't add any updates to the MCT, if you use the MCT to directly upgrade the system it will download the updates via WU. If you use the MCT to create an iso or usb pendrive it uses the latest released ESD files, no updates are added.
