So it seems need to optimize base image (17763.1) then run W10UI?

seems you missed this important part ---> it's best to integrate offline updates into the image and then run Optimize-Offline.

You have to be doing something like changing the Windows language settings during the Windows install or adding a feature after installing Windows that's triggering the reinstall of the CU.

I integrated the latest updates into the LTSC 2019 17763.1 ISO with W10UI 6.6, used Optimize Offline, the below settings, and no updates or CU's install or reinstall except my Intel driver updates.
Check the LTSC 2019 thread. Stuff about Optimize Offline is off topic for this thread, but I have what you need to know in the LTSC 2019 thread.

There is No Right Way or Wrong Way. you need to do the research, the minute you decide to mess with Windows, your success or faiure is down to hardware compatibility (My Opinion)
Ben (DrEmpiricism, @GodHand, here on MDL) works in an enviorment, and his script is based on his experiences (it is not a (one) solution that fits all scenario)
I use his script (as a starting point, because I understand the logic), but actually go through it meticuously, ammending it, and adding stuff (based on my limited experience) to suit my own OS and my needs.....

.. You only learn, from your own failures.......

Each month has 2 updates, one is security update and other is bug fixes. This one(bug fix) is completely optional and won't downloaded automatically

Ahh right, 1 security and another for bug fixes. I'll install both then ive got my image for 6 to 12 months.
So i can install the previous and add this one to SetupComplete, easy. I didnt know there were 2 types on CU for w10.

We probably see an update pushed out through the insider rp/slow channels later this week or early next for 1903.
