I do not understand that. Revisions 385 and 387 include an update for win32calc (localization). Win32calc is not included in Windows 10 build 18362/18363. Why is there win32calc update in revision 385/387 for build 18362/18363?

Yes it will be there, since when MS compiles a new build it will have all editions including LTSC but the edition won't be made public. Check out the Language Packs, even in that the win32calc files will be present.
