When I download W10UI 8.6 from Github or one of the other sources, when I first run it it says it's running W10UI 8.5.

Startcomponentcleanup has nothing to do with sfc /scannow, they are two different commands.

Combining shouldn't be hard. SSU do not need a reboot and are super quick. Doing a sequential update in one package would eliminate a lot of issues with people not understanding that you sometimes need 2 updates.

Why in LTSC is better Reset Image Base: NO ?

 

Because it breaks ResetPC on1809, for 1903 and up @abbodi1406 has a fix inserted when running W10UI for offline/online updating wim files.
