Afaik, because with uup>iso the winre.wim is used for the creation of boot.wim and boot.wim is updated with the LCU.
You can make boot.wim before applying updates to Winre.wim and update it separately. Thus, you can get rid of Winre.wim from LCU
There probably will be a reason for the current method used by uup>iso, best way would be to download 18362.1/19041.1 once, keep a copy of it somewhere safe and use W10UI for updating it.
Enthousiast, this is the right solution, but I would like convert-UUP.cmd to update boot.wim and winre.wim separately and roughly match the original images.
