That's @GezoeSloog his repo, containing 17763.107 the re-release of 1809. Because of 17763.1 the original release ISO had the "deletion of user files problem" when upgrading.

That is 17763.1, the first release of 2019 LTSC. And the ISO you quote is the EVAL ISO, the source for the svfsfx patches from that post.
