Does KB2998527 supersede KB2981580? Also, there are four other updates that are not listed in the change log: KB2976897, KB2978126, KB2978668, and KB2998174. Are they missing because they have been superseded?
Microsoft doesn't list a lot of updates as superseded, actually you'll find that this is mostly the case. Microsoft only calls a previous update as superseded if the succeeding update directly supersedes it, and doesn't refer to hotfixes. A new update may include the same files, but newer versions, than an older update, but the KB article relates to an entirely different issue. In this sense, Microsoft does not call the previous update as superseded, because KB article wise, the older update hasn't been replaced. Our definition of superseded is where a new version has all files that an older update has, but newer versions of them. Since updates are cumulative, the newer update includes the fixes in the older update and therefore supersedes it. This is slightly different for Windows 8.1 than Windows 7, but I won't complicate things with the Windows 7 LDR and GDR discussion . In other words, don't pay any attention to what Microsoft calls superseded!
No, KB2981580 has newest TimeZones database (located in C:\Windows\Globalization\Time Zone) KB2976897 and KB2978668 are included with august rollup KB2975719 KB2978126 is superseded by current .net 4.5.2 rollup KB2996566 KB2998174 is included with october rollup KB2995388 the changelog is to keep track with updates added or removed from WHD, not a track for all released updates however, usually i post here in the thread the updates that are not needed

Huh, seems Windows8.1-KB3000850-x64 is a bitchy one. Installed it after download with WUSA, rebooted to commit changes, checked WU and got it offered again, this time it shows 11,6 MB .
It's because it's multiple component. Most like KB3014442 is being asked to be installed, since it's under the KB3000850 banner. With Windows 8/8.1, the KB article number of a rollup package may contain several updates, including one with the KB article in it's name as well as other seemingly (on the surface) unrelated KB article numbered updates.
