    Can someone explain to me why in 05/2014 a 15MB patch to IE still requires a reboot? weren't they eliminating rebooting for minor patches (as opposed to 900MB patches) on latest OS?

    A reboot is required if the file is in use (or the update contains drivers,) nothing to do with size

    Thus the second link which represent the actual package contents expanded in the format of File stream delta, thats how to get the required files of the package only without downloading all

    unfortunately, only WU knows how to handle those :D
