    In case anyone will stumble upon this thread - service rules do not work in Windows 10 due to some underlying architectural changes they made. You can address executables or Store Apps just fine but not individual services. Saved you debug time.

    Fort Firewall made me to use Windows firewall great again, if it works, it works. :p
