That's where your boot loader is located. When you install another OS, Windows will modify the boot loader and add another entry for the 2nd OS so you can dual boot.
If you decide to not keep the 2nd OS after 3 months you can just delete the 2nd OS and restore the original EFI System partition backup you created.

Is a november refresh ISO planned for Windows Enterprise LTSC 2019 ?

It seems that Server 2019 has been refreshed, and they both share a lot of the code. It would be very easy for Microsoft to also release a refresh for its sibling!

Nothing has been announced, and nobody outside of MS' small team will know

Why would you start with an iso with already superseded updates pre-integrated, best is to start with a clean image.

OK so to get it straight:
    either
    a) I use the 17763.316 Feb 2019 ISO (linked in your post) out of the box, clean install from there and then use the classic Windows Update to automatically update to Nov 2019.
    or
    b) I use the 17763.1 ISO and apply all the different SVFs to it (language + LTSC) from Feb 2019 and then apply SSU + CU update to iso (W10UI) from latest November 2019 update

You can pre-integrate the most current updates to whatever of the three LTSC ISOs, but it's a bit useless to use an ISO with already superseded updates integrated.

The 17763.1 LTSC ISO from my repo, only needs an EVAL LTSC ISO download and the desired SVFSFX patch, put both in the same folder and run the patch, done. 17763.1 = the original 1809 release, sept. 2018.

So the 17763.316 Feb 2019 ISO (linked in your post) is just the 17763.1 = the original 1809 release, sept. 2018. with SSU + CU from February 2019 ? nothing else?

Yes, all MSFT refresh ISOs are the baseline image with updates pre-integrated, with official MSFT ISO releases, the updates are done by MSFT.

I got a new pc and want to make a flash drive with Windows 10 LTSC. Did I get everything right?

    1. Download en_windows_10_consumer_edition_version_1809_updated_feb_2019_x64_dvd_258dbd0b.iso
    2. Download [en-us]_en_windows_10_enterprise_ltsc_2019_x64_dvd_5795bb03.svf
    3. Patch using SVF eXtractor to create en_windows_10_enterprise_ltsc_2019_x64_dvd_5795bb03.iso
    4. Copy to an USB using rufus-3.8p.exe
    5. Buy a product key or use KMS_VL_All to activate.

    Anything else I am missing?
