22000 does have ppipro esds in uup files, though not updateable. Q: What will happen if you modify LCU to install all packages that have updated? A: Offline installation works fine, but PPI shell will refuse to start.
Well, it seems that official Insider Preview/Release Preview ISO (22621.1) as well as the latest one made with UUP (22621.3) have not the "local account" under access options anymore during setup. I have selected Windows 11 Pro. Is it a normal behaviour?

Can confirm the same. i3-3rd gen laptop with Education SKU 22621.1 and enrolled in RP ring using OfflineInsider script. Nothing... Pro is no longer really Pro. Education and Enterprise still has this option.

I know that and let's be real it's really a hidden option on Pro and equivalent SKUs and only available if you're connected online. That's not the point of an offline/local account. If you have no internet access then you can't proceed further. Spoiler: No way out when offline So technically MS is forcing you to use online accounts on Home AND Pro.

On PRO when no internet is available use: Code: SHIFT+F10 and enter: Code: oobe\bypassnro And you will be able to skip not being connected and get the offline account offered instantly. In BIOS Legacy mode all works perfectly. Managed to upgrade using bypass method with 22621 ISO and now it's running properly. I believe something is damaged in my UEFI system but now I can upgrade!
I agree but it's hidden and inconvenient for novice users who just wanted to download windows ISO from Microsoft or using the MCT and install on a machine where internet isn't available.
