Only 10.0.18362.1 and 10.0.18362.30 are supported Yes since the build no will be higher than the one required by the ToolKit.
I did tested with 10.0.18362.1 and 10.0.18362.30 with components removed and when WU used all removed components got restored. Also when updates are integrated too the removed components got restored. Will try with installing updates manually today after the installation. Edit: Tested installing the updates manually using the DISM and all removed components were back.
I have made changes to Toolkit script to use the latest DesktopAppInstaller package and it's gets integrated without error, If you have any issues when using it on live systems, do report it. Yes the changes made to removing components applies to both v1809 and v1903

Your steps are correct, it should work, after saving the image and rebuilding, do open the install.wim with 7-zip and see inside Windows\SystemApps folder whether the removed components folder aren't there. Also check if your system AV is not interfering with ToolKitHelper.exe
@MSMG And if you first integrate the cumulative update, and then delete applications and components? Or will the kernel version already change and nothing will work? And another option. After installing the system, so that deleted components are not restored, close access to WinSxS folder.
Each CU is not the same, some keys change and some new files/folders/services/tasks will be added, The ToolKitHelper.exe is not designed to handle such situations and so it leaves those changes intact and this may cause further problem when updating the OS. You can't control the WU installation internals, will see what can be done just need more time to experiment.
so, for now, i either skip cumulative updates and remove, or integrate updates and not remove, is that right? i gotta choose between the two?
@MSMG Thanks for the tip on checking the Windows\SystemApps folder. And there was no AV running, so that's why I went WTF when I loaded the image lol. Thanks again for all your help and keep up the great work!
Check yourself removing all components and run the WU and then after reboot check in Program Files, SystemApps, all removed components will be present.
If everything deleted is restored, then you need to disable Windows Update through the Toolkit. But through WU also come important updates for the Office and the necessary drivers without which you can not do. It turns out a vicious circle.
