Did checked with the 1909.1409, as you said the same error is being displayed. The condition is for checking whether the minimum required CU is 418 but it's giving the error even for 1409 too which it shouldn't. Need to check why it's entering the loop even though the CU is greater than 418.

For v1809, yes the removed components gets restored when upgraded to major update like v1909/v2004 For v1903/v1909/v2004/v2009, yes the removed components gets restored when updated with minor CU's and as well as major updates.

Starting from v1903 the Microsoft has changed the way the updates are delivered and it requires the WinSxS to be intact for Windows Update to work and this make the removed components to be returned.
