A few months ago in v1.7, I believe, an update to ShutUp10 added Disable Win Updates 2 to its list of actions.
It has since dropped the #2 action and seems to be combining them into a single Disable Win Updates action.
Ever since the second WinUpdates was added, the second disabling action has been turning itself back on every morning.
It has installed 2 updates with out my participation.
I was able to uninstall the first, but Win10 will not allow me to access the second to uninstall it.

I have been installing updates to ShutUp10.
I'm now in the v1.8s, last one added yesterday.
They have not stopped the auto turn off of the action stopping auto WinUpdates.
It turns itself off every morning whether the PC is running or not.

If I leave the PC running all night, WinUpdates is on in the morning.
When I startup in the morning it will be turned on shortly afterwards.
The only way I can stop it is to disconnect the I-net, then turn off the PC at the end of the day.
Then, I will have to start the PC the next day, reset ShutUp10, then restarting the PC again checking that it is turned off .
That will get ShutUp10 working properly until the next day.
Having to do this tends to nullify having SSDs, M.2s and other speedups to starting the PC.

I did add Win Update Blocker v1.5 awhile ago.
No change in how ShutUp10's working, no indication that WUB is actually doing its job.

    Is this fixable?
