Just to be clear, I *never* remove these four SystemApps: Microsoft.Windows.OOBENetworkCaptivePortal, Microsoft.Windows.OOBENetworkConnectionFlow., Microsoft.Windows.NarratorQuickStart or NcsiUwpApp I'm probably being overly cautious and they might all be totally safe to remove. So keeping them may not solve your problem.
I tested my Windows 11 In a VM and everything was fine, other then a terrible bug where if Windows 10 is your host O/S then the network doesn't work on the Windows 11 virtual machine. Does work as a live O/S though, I have a Macrium Reflect image of Windows 11 waiting for the AMD L3 cache bug fix update.

The fix update is scheduled for Tuesday, the last update actually made it worse. Actually, it's supposed to be the fix I read, but L3 cache still messed up when I run AIDA64, sometimes it's decent, often messed up still.
I just added a section "One reason to keep the Windows store" to the "#992 - Guide for deciding what Windows (UWP) store apps & System Apps to keep" It may not be enough of a reason for you, but I've heard that recent Nvidea drivers have a UWP only control panel. Others will follow,

That's very strange. That's the registry that shows all the installed System Apps. So if that's missing?? No System Apps and a broken OS. My only suggestion is to try extracting the WIM from the ISO and applying OO to the WIM on it's own. I always take out the " "ISO": "No-Prompt"," line when I use a WIM, but maybe it isn't necessary to do that. Yes, after I added that suggestion, I saw that there is a way to work around the store for Nvidea, but then what about all the other DCH drivers that have UWP apps, like Realtek, etc. I'm seriously considering staying on Win 10 for a awhile, but if you're on Win 11 and want to get the most from all the new security, then you're going to want to go with DCH drivers. I await your further Store insights ....
