How about using 3rd party program like startisback++, open-shell, or else. Maybe these apps could help to handle taksbar and startmenu.
Comparing User Experience package v10.0.21390.1 with 10.0.21996.1, they have moved many features to User Experience pack and removing it breaks these features.
hopping its not dead end :X startisback working doesnt help with right click on start menu tho also ask startisback creator if he can fix it
STARTISB replace explorer.exe with windows 10 explorer.exe ...it will work but it will have some bugs give it a try

does it bring back the old taskbar? sib works nicely with win11 as far as i know the problem i have with the new taskbar that i need to click on the icon and then choose 1 from many windows that are opened mb the "final" version of win11 eventually will bring the tabs back

which explorer build number u are using ? i put server 2022 explorer everything working good but no right click
to fix right click it is one of the options in the config of startisback . I think it is one of the modern ap ui options I will have to check witch one when I get home ....
I love startisback++ thatswhy i always remove startmenuhost from systemapps. But users always say that open shell is much more better then this & i have never ever tested openshell being a die hard fan of startisback++.
