Another solution, is if your router has an ability to create a local area proxy. Create the proxy and only allow internet access via that proxy. Then use that proxy in firefox/chrome/steam etc. Windows itself won't have access to the internet only programs that have the proxy settings.
You mean like a tool that is sending fake data to the telemetry servers? Why not a DDOS attack in the first place? If enough people contribute... telemetry data is only sent from time to time so the servers can handle it, but now imagine millions of Windows devices hammering them with data all the time.
