I don't recall anything about index.dat being used as a tool to spy on people. What I do remember is everyone's concern about advapi32.dll being used to allow the alphabet agencies remote access to Windows 95, 98, and 98SE. This goes back to 1999 or so. I think there could be a way to use w10 and to have at least the same privacy as on w7....but therefore one needs to wait until pros have figured how to set it up properly.... Companies sooner or later think about to migrate to w10....I think with a properly configured LTSB enterprise version it can be possible....but to me it's no alternative to w7. I remember when we migrated to w7 @company....the responsible admins have installed a test environment for w7 and tested it more than one year before the actual migration started. The migration itself took 6 months training of all employees included.... The good thing is I could check how they have configured it...

And here we are, Jan 13, 2018. Windows 10 is no longer a main concern with regard to privacy. The CPU is. Spectre and Meltdown. Two "proof of concept" attacks that changed the landscape of computer privacy forever. We must be forever vigilant, simply because the foundations of our security and privacy are built on top of flawed technology.
