Edge Chromium will update itself to a higher level as it is inside the 20H2 EP, so it doesn't matter whether you stack EPs or just use the 21H1 EP + the Edge Chromium update.

It's not a bug, M$ combined servicing stack update (SSU) with the latest cumulative update (LCU) in one package. Just split two packages manually before integrating.
