You probably have no choice I see that the uninstall option for kb4586853 still is available on my main system, running 19042.661, but doubt it will still be available after a cleanup.

So on 630 I could not install 661, but it was no problem to install 631... Now, on 631, I still can not install 661. It gives me the same error 13.
Just wait till 661 or any higher buildnr gets publicly released. Or perform an inplace / repair upgrade with a 19041/2.661 (depends on what build you are) ISO.
My windows 10 was on build 630 and i successfully installed preview update of 661 without problem then when update of 631 released can't install it because i have 661 newer version so i uninstalled it and installed 631 but with this update you can't perform upgrade so i uninstalled again and reinstalled 661 update preview which is the best
661 is not a preview update, it is an internally released test update and already got replaced by a new one, no links available atm. It's not advised to use it, there is no info on it, except that it enables the inplace / repair upgrade option.
